AB This paper proposes a reflection about the possible contribution of the Charterof Fundamental Rights of the European Union (Niza 2000) to the design of a Europeancitizenship. Beyond its legal scope, the Charter may be considered as a usefulcollection of principles and values in order to establish a civic, not ethnic or cultural,conception of the European identity and to configure a kind of an open citizenshipfrom a cosmopolitan point of view.
