T1 La herencia del urban renewal en los procesos de regeneración urbana: el recorrido Renovación-Regeneración a debate

AB En castellano: Hemos analizado, en primer lugar, el concepto de “renovación urbana” (“urban renewal”), tal y como fue concebido en la experiencia americana de los años 50/60, para lo cual hemos tomado como referencia el Plan de Boston de 1950. En segundo lugar, hemos centrado nuestra atención en la forma adoptada por tales procesos en la experiencia europea. Abordamos, de esta manera, cómo se han trasladado las prácticas del “urban renewal” a Europa, poniendo en evidencia qué influencias han tenido en la nueva configuración de las ciudades del “viejo continente” a través de la gestión de la “gran propiedad”. Finalmente, y como caso de estudio particular, se examinan las operaciones de “regeneración urbana” emprendidas en Italia, aquellas que se apoyan, sobre todo, en específicas propiedades militares que han sido desmanteladas de su función originaria. Con este trabajo pretendemos mostrar el hilo conductor entre la “renovación urbana”, el “urban renewal” americano, con los actuales procesos de “regeneración urbana”. Ambas prácticas, la “urban renewal” y la “regeneración urbana”, constituyen, bajo nuestro punto de vista, dos variables de un mismo proceso, aquel que se manifiesta en fases diferentes, y como respuesta a los intereses del capital inmobiliario-financiero en su vertiente urbanística, apostando por la transformación del “existente construido”.En inglés: First, we have analyzed the concept of “urban renewal”, as it was conceived in the Americanexperience of the 50s / 60s, for which we have taken as reference the Boston Plan of 1950. Second, wehave focused our attention on the form adopted by such processes in the European experience. Wetackle, in this way, how the “urban renewal” practices have been transferred to Europe, showing thatinfluences they have had in the new configuration of the “old continent” cities through the managementof the “great property”. Finally, as a case study, we examine the “urban regeneration” operationsundertaken in Italy, those that are supported, above all, on specific military properties that have beendismantled from their original function. With this work, we pretend to show the common thread betweenthe American “urban renewal” and the current processes of “urban regeneration” in Europe. Bothpractices, the “urban renewal” and the “urban regeneration”, constitute, in our point of view, twovariables of the same process, the one that manifests itself in different phases, and in response to theinterests of the real estate-financial capital in its urban aspect, betting on the transformation of the“existing built environment”.
