<title>Military empty(ing) spaces, what are we living for? Spatial planning as a trigger of an ‘organised ruination’</title>

<summary type="text">This work illustrates the generation of ruins from the disposal and abandonment of military installations in Italian and Spanish cities through the lens of spatial planning. The fundamental premise is that military ruins are not merely the tangible remnants of outmoded paradigms of warfare and a multitude of socioeconomic, political, and environmental shifts that have occurred since the end of Cold War. Instead, this work demonstrates that the ruination of military sites, spanning from barracks to warehouses located in urban sectors, relies upon a profit-oriented urban development under capitalist urbanization. The research hypothesis is that the search for profitability in urban environments is related to the ‘politics of abandonment’ of city fragments and the ways it generates ruination. Examples of such dynamics are the Italian and Spanish state policies for the disposal of military land and its repurposing through more profitable uses for the capitalist system that forced the ruination of the defence installations.&#13;
The creative writing approach relies on the role played by “urban narratives” contained in local spatial plans in triggering the ruination. These appear to be the tools providing ideological justifications for the ruination of military sites. Furthermore, these narratives persuade the stakeholders to retain military land in a state of despair until the time is right to sell and redevelop. This approach is instrumental in establishing the fundamental conditions that substantiate the demolition of military ruins, thereby engendering a novel spatial order that aligns more closely with capitalist interests. This work elucidates the creation of military ruins by comparing and interpreting a number of military sites in current state of ruination in Italy (Milan and Rome) and Spain (Madrid and Valladolid) according to the role played by local spatial plans in triggering the ‘organised ruination,’ a concept inspired by David Harvey’s concept of ‘organised abandonment’.

<title>Towards a planning culture in a peripheral region: the implementation of the Spanish Urban Agenda in Castile and León Region (Spain)</title>

<summary type="text">This work relates the challenges tied to the experience of elaborating a provincial-scale, place-based and integrated strategic planning for and in small towns located in the Spanish region of Castile and León (CyL). This provincial strategic planning regards the elaboration of the so-called Action Plans (AP) according to the Spanish Urban Agenda (SUA) enacted by the national government in 2019. The work demonstrates how to adapt the predominately city-centric approach of the specific methodology proposed by the SUA in rural territories with dispersed urban fabrics and demographic decline like CyL. With 2,385,223 inhabitants (5.03% of Spain), 94,226 km² (18.6% of Spain) and an average density of 25.21 inhabitants/km², the administrative structure of the region consists of 9 provinces and 2,248 municipalities, with 5,929 inhabited centres. Only 16 municipalities have more than 20,000 inhabitants, while 1,799 have fewer than 500 inhabitants. What we argue is that the SUA lacks a proper rural component that can enable the establishment of a proper basis from which developing resilient planning strategies that create more liveable small towns in rural environments, which is one of the CyL’s main features and pillars. To do so, this proposal scrutinises the only two Action Plans (AP) approved by the provincial entities of Palencia and Segovia, respectively the 2022 Palencia Rural Agenda (PRA) and the 2021 Segovia Sustainable Rural Agenda (SSRA). By highlighting their strategies for resilient small towns, this work demonstrates that PRA and SSRA implementation strongly depends on severely limited financial and technical resources, but both AP hold (unexpected) institutional capacities that can help to create a place-based planning culture to face today’s polycrisis. Such aspects can represent strategic springboards for a broader implementation in the other seven provinces of CyL, with a certain degree of replicability in similar Spanish regions (e.g., Castilla-La Mancha and Extremadura).

<title>Bilbao Ría 2000</title>

<summary type="text">La transformación de Bilbao y su área metropolitana a finales del siglo XX fue liderada por Bilbao Ría 2000, sociedad pública interinstitucional creada para regenerar una ciudad marcada por la crisis industrial. El cierre de numerosas empresas generó 150 ha de suelos en desuso y 350 ha de ruinas, lo que impulsó una estrategia de reconversión urbana como motor de revitalización económica. Siguiendo el ejemplo de otras ciudades españolas, Bilbao apostó por la regeneración física como vía hacia la metrópoli postindustrial. El PGOU de 1995, con antecedentes en el Avance de 1989, identificó terrenos liberados como áreas de oportunidad para grandes proyectos (Abandoibarra, Ametzola) para encauzar un proceso de regeneración urbana con el objetivo de frenar el declive y reposicionar Bilbao como nodo dinamizador del eje atlántico. En 1992 se creó Bilbao Ría 2000 como sociedad anónima sin ánimo de lucro y capital 100% público, compartido entre Estado (SEPES, ADIF, Autoridad Portuaria) y administraciones vascas (Gobierno Vasco, Diputación de Bizkaia y los ayuntamientos de Bilbao y Barakaldo). Con un capital inicial de 1,8 millones de euros y amplias reservas de suelo, su misión era coordinar instituciones, planificar y ejecutar intervenciones estratégicas atendiendo al objetivo de mantener el equilibrio financiero y la autofinanciación. Las actuaciones arrancaron en Abandoibarra (35 ha), con la reordenación ferroviaria de la Variante Sur, que permitió liberar y cubrir vías hasta Ametzola (11 ha), generando nuevo espacio para usos residenciales. Posteriormente, se intervino en Barakaldo-Galindo (50 ha) y, desde 2000, en Bilbao La Vieja, apoyando actuaciones de rehabilitación urbana. En conjunto, Bilbao Ría 2000 actuó como agencia pública, articulando intervenciones integradas para transformar relanzar la ciudad como metrópolis post-industrial. La financiación se basó en la revalorización del suelo recalificado, cuya venta generaba plusvalías que sufragaban las obras. Inversiones públicas clave (Museo Guggenheim, Palacio de Congresos) catalizaron el proceso si bien este modelo limitó proyectos sin rentabilidad, aunque permitió financiar otros de carácter social (Bilbao La Vieja).

<summary type="text">Managing former military land has been a challenging task, especially due to its status as a publicly owned asset. This has arisen bottom-up using commoning approaches to satisfy people’s needs. This article explores such approaches by analysing three former military barracks in central and eastern Europe: Karlo Rojc barracks, currently Rojc Community Centre (Pula, Croatia); Kasárna Karlín (Prague, Czech Republic); and Fourth of July barracks, today called Metelkova Mesto (Ljubljana, Slovenia). This article examines the conversion of these abandoned spaces to civilian use by approaching them through the lens of Ostrom’s eight design principles for successful common-pool resource institutions. By comparing the case studies through these principles, this article demonstrates how the cases are based on features that can make them proper commons, as well as potential risks related to the profit-oriented approach conducted by technocratic or growth-oriented coalitions.

<summary type="text">Castilla y León cuenta hoy con una cincuentena de polígonos industriales distribuidos en su &#13;
territorio y promovidos por diversos agentes. En la actualidad, se siguen impulsando por parte &#13;
de la administración (SOMACyL) nuevos planes destinados a fomentar la implantación de suelo &#13;
industrial en la comunidad. Sin embargo, la falta de referentes a la hora de diseñar áreas &#13;
productivas de calidad hace necesario dotar a los técnicos proyectistas de una guía de diseño,&#13;
que asegure la incorporación del paisaje y el diseño sostenible en estas áreas.&#13;
&#13;
La principal característica de este documento era trasladar de manera sencilla y eminentemente&#13;
visual conceptos derivados de la investigación precedente sobre la integración paisajística y la &#13;
sostenibilidad urbana. La guía resulta, básicamente, en una recopilación de dibujos sintéticos &#13;
acompañados de una frase directora; realizando un recorrido desde la implantación inicial a &#13;
escala territorial hasta aspectos constructivos, que abarca el proceso proyectual en todas sus &#13;
fases.

<summary type="text">Los estándares urbanísticos se configuran, en el panorama legislativo español, como una serie de dimensiones urbanas que intentan garantizar ciertos niveles de calidad dentro del planeamiento urbanístico. Este estudio plantea una comparativa, dentro de estos parámetros, entre aquellos referidos al planeamiento de desarrollo: por un lado, los contemplados en la normativa estatal de los años setenta, y por otro, los de las normativas autonómicas, que aparecieron sobre todo a finales del milenio y las primeras décadas del siglo XXI. Los estándares se enmarcan, en el trabajo, en cuatro bloques temáticos: intensidad de uso, dotaciones, dimensión del espacio público y cuestiones cualitativas; detectando una inercia del Estado en las autonomías, así como grandes similitudes entre las magnitudes y artículos de estas últimas, que permiten agrupar las comunidades en varios conjuntos.

<summary type="text">The promotion of urban regeneration actions at the neighbourhood level, which has become a major component of urban policies in many countries, requires planning support systems to assist local authorities. This article proposes a three-component method including a urban vulnerability assessment, a simulation of energy refurbishment actions and an estimation of their economic impact, based on simple processing of information and tested through a case study in the city of León (Spain). The results point to the peripheries built in the 1960s and 1970s and to the renovation of walls of entire multi-family buildings as priority areas for public action, whilst confirming the usefulness of the method as a simplified, comprehensive and user-friendly tool for comparing possible actions and establishing a simple prioritisation and ranking criterion. In this way, this method can contribute to more efficient public policies when determining where and how to act, and what cost and economic impact can be expected. Regarding its replicability, potential operational and contextual limitations and their alternatives are discussed, as well as future developments that could improve its performance.

<summary type="text">Esta investigación examina las tendencias aparentemente espontáneas de mejora que han experimentado en las dos últimas décadas el barrio de viviendas sociales denominado Biscione (“Serpiente”), oficialmente llamado “Forte Quezzi INA-Casa”, localizado en el barrio de Forte Quezzi, en la periferia norte de la ciudad italiana de Génova. Diseñado por un equipo dirigido por el arquitecto Luigi Carlo Daneri entre 1956 y 1958 y construido entre 1960 y 1968, consta de 850 viviendas en cinco bloques lineales con capacidad para alojar a 4500 personas. Los principales resultados del trabajo muestran la evolución de las características del Biscione desde mediados del siglo pasado hasta la actualidad, así como el debate cultural en el campo de la arquitectura y urbanismo en el mismo periodo y la percepción que los residentes tienen actualmente sobre su entorno.

<title>Recursos gráficos aplicados a la perspectiva axonométrica</title>

<summary type="text">Siendo evidente el imprescindible valor que juega el dibujo en el conocimiento y el análisis de la arquitectura, la presente comunicación ha desarrollado esta cuestión incidiendo específicamente en el sistema axonométrico. Estas representaciones se caracterizan por ser muy eficientes al describir con un único dibujo una realidad arquitectónica completa. Pero también se ha demostrado su versatilidad al permitir realizar sobre las mismas operaciones gráficas que propician y permiten, con solvencia, el análisis de la forma arquitectónica. La presente comunicación realiza un somero recorrido por los momentos clave de la historia de esta representación, desde el Medievo hasta la Ilustración, pasando por el Renacimiento. Para desarrollar con más detenimiento la importancia que adquiere en el siglo XX, con los postulados de Theo van Doesburg y la posterior divulgación realizada por Alberto Sartoris mediante sus dibujos. La última parte del texto desarrollará más extensamente su utilización en la práctica profesional del arquitecto británico James Stirling. Se analizará comparativamente la evolución de su representación en tres obras: la escuela de primaria Brunswick Park, la Facultad de Historia de la Universidad de Cambridge y el Edificio Florey del Queen´s Collage en la Universidad de Oxford. Por otro lado, se estudiarán los fundamentos teóricos y experimentales aplicados a las axonometrías realizadas por los neoyorquinos Peter Eisenman, Michael Graves, Charles Gwathmey, John Hejduk y Richard Meier, componentes del grupo Five Architects. En este caso su maestría conseguirá realizar unas representaciones acordes con su abstracta arquitectura mediante la utilización de diferentes recursos gráficos.

<summary type="text">Informe desarrollado en el marco de la V Convocatoria de financiación de proyectos de mejora local para ayuntamientos de la provincia de Valladolid. A partir de la propuesta demandada por el ayuntamiento de Valoria La Buena, el GirPTU, seleccionado para llevarla a cabo, elabora un proyecto cuyo principal resultado es este informe.&#13;
Se pide el desarrollo de infraestructura ecoturística con base digital y apoyada en 6 rutas de senderismo que vertebrasen lugares de interés desde el punto de vista de la biodiversidad y el patrimonio cultural, con vocación de equipamiento, como aspectos clave: ecoturismo, digitalización, accesibilidad y plasticidad, a partir del reconocimiento de su estratégica situación territorial. Nuestra propuesta y entrega reconoce y comparte este reconocimiento y su potencial y lo acentúa, asumiendo a su vez una realidad, a partir de las últimas concentraciones parcelarias, que impide volver a una situación previa. Se acomete la mapificación exhaustiva y atractiva de los recursos reales con que cuenta el territorio del municipio, y se rediseñan cinco rutas a partir de los restos de las que hubo en un momento previo, enfatizando su papel en la comprensión y valoración de este territorio y sus singularidades. Se elaboran avances de diseño de áreas estanciales, guía divulgativa y maqueta de web digital paralela.

<summary type="text">The objective of this chapter is to argue the importance of the relationship between both greenways and ecological corridors with spatial planning. The first argument starts from a simple remark of both types of corridors and of planning. For the formers, rather than their differences, it’s enhanced more the interactions and the characteristics they share or they need each other: namely, their ability to accept and move “living” natural and / or social; clearly better meet their objectives if they are networked. Regarding spatial planning, it is understood as the search for viable, “sustainable”, future of the territory and&#13;
the landscape, from the correct reading of its past and its present. The functions that a system of well articulated ecological-green corridors can carry out make it a relevant figure of that landscape planning.&#13;
The second argument stresses the variation of role of each network or green corridor according to its relative position in relationship to spatial inhabited structures, an unstable position in time and space, due to the relentless urbanization of territory: The impossible choice between channels to approach us to the nature versus? preservation of those that allow living reinforces the need to stabilize some of these dual nerves. The third and lengthiest of the arguments, for an urban science that necessarily&#13;
is praxis, evidences the “park system” and its variants as vital historical and uninterrupted&#13;
figure since the mid-nineteenth century for American city planning, extending from just&#13;
after to almost any development of modern city and anywhere in the globe. The chapter closes with a last argument by means of conclusion to the Future: The History tells us that systems of “greenways” provoke and consolidate useful reactions inside and outside themselves. To incorporate their spatiality in a specific way to different regulations of urban spatial planning could be a principle of stability in their understanding and use for a sustainable landscape design.; El objetivo del texto es argumentar la trascendencia de la relación entre corredores verdes/ecológicos y planificación espacial. La primera argumentación parte de una acotación sencilla tanto de ambos tipos de corredores como del planeamiento. Para los primeros se incide más que en lo que los diferencia en las interacciones y en las características que comparten o que necesitan unos de otros: a saber, su capacidad para acoger y desplazar “vida” natural y/o social; con el más que evidente mejor cumplimiento de sus objetivos si están en red. Respecto a la planificación espacial, se entiende ésta como la búsqueda del futuro viable, “sostenible”, del territorio y del paisaje, a partir de la correcta lectura de su pasado y su presente. Las funciones que un sistema de corredores verdes-ecológicos bien&#13;
articulado puede llegar a cumplir lo convierten en figura relevante de la planificación de dicho paisaje.&#13;
La segunda argumentación incide en la variación del papel de cada red o corredor verde en función de su posición relativa respecto a estructuras espaciales habitadas, posición intestable en tiempo y espacios, dada la urbanización incesante del territorio: la imposible elección entre cauces para acercarnos a la naturaleza ¿versus? preservación de los que la permiten vivir afianza la necesidad de estabilizar algunos de estos nervios duales. La tercera y más extensa de las argumentaciones, para una ciencia urbana que necesariamente es praxis, evidencia al “sistema de parques” y sus variantes como figura histórica vital e ininterrumpida desde la mitad del siglo XIX de la planificación de ciudades norteamericana, extensible desde poco después a casi cualquier desarrollo y extensión de ciudad moderna en cualquier punto del globo. El capítulo se cierra con una última argumentación a modo de conclusiones a futuro: la Historia nos dice que los sistemas de greenways provocan y consolidan reacciones útiles, dentro y fuera de sí mismos. Incorporar su espacialidad de forma específica a los&#13;
diferentes reglamentos de ordenación territorial y urbana podría ser un principio de estabilidad en su comprensión y utilización para un diseño sostenible del territorio.

<title>James Stirling: tres edificios universitarios</title>

<summary type="text">Entre el 17 de junio y el 4 de agosto de 1968 tuvo lugar en el MoMA la exposición titulada “Tres edificios universitarios”. Realizada en honor a un ya consolidado James Stirling, esta será la primera vez que el arquitecto británico muestre su obra en esta conocida y emblemática sede cultural. Las tres obras universitarias eran: el Edificio de Ingeniería de la Universidad de Leicester, la Facultad de Historia de Cambridge y el Queen`s Collage de Oxford. Precisamente estas arquitecturas universitarias, conocidas por el color de sus fachadas como la Trilogía Roja, fueron las que establecieron su reputación internacional. A la postre esta abrirá las puertas a la realización de proyectos en otros países. Sin duda el abundante material publicado sobre estas tres obras nos demuestra el importante reconocimiento universal que estas han tenido. Podríamos decir que la exposición de 1968 resultó ser uno de los hitos divulgativos más transcendentales. Las representaciones allí expuestas, tanto las maquetas como las planimetrías, siguen hoy en día en el imaginario del colectivo de los arquitectos y de los investigadores sobre la materia, muy especialmente en lo que a las perspectivas axonométricas se refiere. Además de contribuir al conocimiento de su arquitectura en el ámbito internacional, asentó la reputación de Stirling &amp; Wilford como uno de los principales estudios de arquitectura a nivel mundial. En el año 1981, este autor será el tercer galardonado en la historia del prestigioso Premio Pritzker de Arquitectura. El fallo incluía la referencia a nueve de sus obras y, no por casualidad, las dos primeras fueron dos de estas universidades.

<summary type="text">Our group (IUU – Instituto Universitario de Urbanistica) with the contribution to the new Urban Plan of Valladolid (E) -a medium, historical and industrial city in the centre of the continental Spanish plateau- it is trying to design a new urban strategy for a contemporary city, facing its actual problems and improving its potential to the future.&#13;
In our planning method, developed in different researches, we create a “smart plan” for the city based in the sustainability as a strategy, not as a result. Through three interrelated systems (public open space, mobility and access, centralities and neighbourhoods) we are reading the local landscape and redesigning the urban structure. With twelve synthetic images it is possible a new approach to the complex genius loci of our city. In this plan the landscape is our reference in the urban re-generation, urban innovation and the design of the future urban areas.

<title>Creating figures: why re-imagining urban structure supports a regenerative urban model.</title>

<summary type="text">Some authors describe the contemporary metropolis like the field where co-exist simultaneous strategies of exploitation of fragmentary opportunities provided by the specific conditions of places (Florida1, Bagnasco2, Solá-Morales3): physical (geography, infrastructures, etc.), social (people, culture and local values, etc.) and economic conditions. In their opinion, the causes of the ‘lateral’ development of the city could be (i) the relationships between the different elements of the land mosaic (Forman4) and (ii) the fragmentary logics of the current urban realities. This important process of transformation would integrate the classic ‘lineal’ growth, more related to the urban rising along infrastructures. The result of these interactions is the change of scales in the performing of contemporary urban phenomena. Several authors have been interested in studying this new reality, called ‘exopolis’ (Soja5), city-region (De las Rivas6, Portas &amp; al.7) or metropolizated territory (Indovina8, Monclús9). Those not-conventional approaches are necessary to understand the contemporary urban condition and its complex, unstable, transient dynamics. Nowadays, several traditional concepts and ideas have become less useful and too rigid to achieve this target. This lack of effectiveness regards the discipline as a whole, divided between sectorial analysis and fragmentary solutions. In our opinion, using figures as ‘images with the potential to represent new territorial realities’ is one of the most important steps to produce an innovative and non-conventional understanding of post-metropolitan (Soja10) urban space.&#13;
This paper is aimed at explaining why figures are more useful than images to understand the complex urban pattern of current territory (see 1.), as well as demonstrating this idea with the case studies of Valladolid and its emerging urban area (see 2.). The result is a way to show the structure of this territory, which is more coherent with a contemporary narrative of space, and closer to its spatial and temporal dimensions. This is something not completely original but in this paper we present our views on it.
