El patrimonio urbano y la planificación. Interpretación de los conjuntos históricos

Abstract

Este trabajo estudia la interpretación y las dinámicas urbanas presentes en los Conjuntos Históricos tanto a nivel teórico y basado en referencias internacionales, como más específicamente para los casos de Castilla y León. Urbanísticamente, desde el entendimiento de su complejidad y teniendo como hipótesis la necesidad de adaptar los instrumentos de intervención que pretenden proteger e incorporar estas áreas a la ciudad actual, se caracteriza su situación y su relación con su contexto urbano y territorial. De esta manera se puede entender la suma de condiciones que definen el estado actual de este patrimonio urbano: el reconocimiento de sus valores, la población, sus cualidades físicas, los problemas detectados y las expectativas que genera.Entre el avance de conclusiones, se incluye la diversidad de situaciones encontradas y la existencia de un criterio normativo poco flexible y en muchas ocasiones inadaptado.Además, se reconoce cómo las dinámicas urbanas recientes, orientadas por el mercado y algunas políticas, tienden a la simplificación funcional y social de determinados ámbitos.

This paper studies the question of Historic Sites from the theoretical level of international production, to the more specific one at the area of Castilla y León. It is characterized their state and the relationship with their urban and regional context. It is done from the knowledge of its complexity and the hypothesis of the need to adapt the intervention instruments intended to protect and incorporate these areas into the contemporary city. The sum of conditions that define the current state of this urban heritage can be understood in this sense: recognition of their values, population, physical qualities, troubles and expectations generated.Among the advanced conclusions is included the diversity of situations encountered and the existence of an inflexible and maladaptive safeguard statutory criterion. Also it is recognized how the recent urban dynamics, policy and market-oriented, tend to functional and social simplification of certain areas.
