Resumen
Algortihm for dynamic and automatic license plates inspection and extracting
characters from it, to be used in diferents areas. It will work on cars that appear
in an image, wich is taken by a camera when detects the vehicle, so it works in
real time.
It will consist on three blocks: location of the license plate, process it and the
recognition of the characters. This algorithm is designed to obtain satisfactory
results regardless of the size and the rotation that may have the license plate.
For the development it has been used the open source library OpenCV, wich
is based on the programming language C++. OpenCV library is designed for
image processing through artificial vision.
