La estrategia marina europea y la protección del medioambiente marino en la Unión Europea

Abstract

This article examines how the protection of the marine environment in the EU has gradually become a political priority. The implementation of the Integrated Maritime Policy (IMP), in spite of all its shortcomings, has contributed to the creation of a ‘common maritime space in the EU’ governed by the same standards of safety, protection and preservation of the marine environment. In this context, it is particularly important the role of the European Marine Strategy that provides the environmental pillar of the IMP. The adoption of Directive 2008/56/EC establishing a framework for community action in the field of marine environmental policy (DMEM) represents one of the greatest challenges of the EU to protect the marine environment. Since its entry into force, it has been completed the first phase of its implementation with some achievements and, as we´ve pointed out in this article, with some limitations that should be corrected.

Cet article analyse comment la protection de l’environnement marin dans l’UE est devenue une priorité politique. La mise en oeuvre de la politique marine intégrée (PMI), malgrè tous ses défauts, a contribué à la création d’un «espace mari- time commun dans l’UE» régi par les mêmes normes de sécurité, de protection et de préservation du milieu marin. Dans ce contexte, le rôle de la Stratégie marine européenne qui fournit le pilier environnement de la PMI s’avère pariticulièrement important. L’adoption de la directive 2008/56/CE établissant un cadre d’action communautaire dans le domaine de la politique environnementale marine (DMEM) représente un des plus grands défis de l’UE pour protéger l’environnement marin. Depuis son entrée en vigueur, la première phase de sa mise en oeuvre a été achevée avec succès mais, en même temps, avec quelques limitations qui doivent être corrigées.
