¿Quo vadis SICA?

Abstract

The Central American Integration process is discussed in an identity crisis that requires an overhaul from the relevance of the originating document and the derived documents. In this regard, the new paradigms to build, should arise from the application of the dialectic in the advancement of the process and the obstacles that are inherent, such a perspective should seriously considered if the process is aimed at true economic integration, in search for a unitary State or it is proposed the establishment of an area of intergovernmental cooperation and collaboration, together with the contributions from the European Union.However the main task is to analyze the phenomenon of integration from a historical review of the first steps of the Union of Central America, as well as to also observe the conditions and circumstances that influenced positively or negatively in this environment, with the aim of providing theoretical tools and legal, to give the native approach and that allows to define what the legal nature of integration is and which is the model that best suits our peoples for their benefit.

El proceso de integración centroamericana se debate en una crisis de identidad que requiere una profunda revisión desde la pertinencia del documento originario y de los documentos derivados.En ese sentido, los nuevos paradigmas por construir, deben surgir de la aplicación de la dialéctica en el avance del proceso y los tropiezos que le son inherentes, tal perspectiva debe considerar seriamente si el proceso se encuentra encaminado a una verdadera integración económica en la búsqueda de un Estado unitario, o simplemente se propone el establecimiento de una zona de cooperación y colaboración intergubernamental, aunado a los aportes de la Unión Europea.No obstante, la principal tarea es analizar el fenómeno de la Integración a partir de una reseña histórica de los primeros pasos de la Unión de Centroamérica, así como también observar las condiciones y circunstancias que influyeron positiva o negativamente en este ambiente, con el objetivo de dotar de herramientas teóricas y jurídicas que den un enfoque autóctono y que permita definir cuál es la naturaleza jurídica de la integración y cuál es el modelo que más conviene a nuestros pueblos para su beneficio.
