La Política Agrícola Común ya no es solo un mecanismo de apoyo y mejora del sector agrícola europeo sino un medio de protección importante del medio ambiente. A través de un sistema de condicionalidad implantado en 2003, se incorporan a la PAC normas básicas en materia de medio ambiente, cambio climático, buenas condiciones agrarias y medioambientales de la tierra, salud pública, sanidad animal, fitosanidad y bienestar animal. El servicio ambiental, como elemento ambiental protegido por el ordenamiento, se convierte en una figura clave de este sistema, conectada con la PAC a través del mecanismo de Pagos por Servicios Ambientales.
The Common Agricultural Policy is no longer just a mechanism of support and improvement of the European agricultural sector but an important protection system of the environment. A crosscompliance system incorporates in the CAP basic standards concerning the environment, climate change, good agricultural and environmental condition of land, public health, animal health, plant health and animal welfare. The environmental service, as an environmental element protected by regulation, becomes a key figure in this system, imbricated in the PAC through the mechanism of Payments for Environmental Services.
