La Seguridad Nacional se ha erigido como uno de los ámbitos de actuación política y jurídica más novedosos y de actualidad en los últimos años, especialmente tras la pandemia de COVID-19. Esta nueva materia ha dado lugar a no pocas controversias: por un lado, conflictos en el reparto horizontal de competencias entre el Presidente y el Gobierno y por otro, conflictos en el reparto vertical competencial entre las CCAA y el Estado. Con motivo de fomentar una cultura de Seguridad Nacional y procurar las soluciones a posibles crisis de seguridad se ha creado un Consejo de Seguridad Nacional que ha merecido muchas críticas de distinta procedencia. La última novedad en la materia es la inclusión de la desinformación como uno de sus principales campos de batalla, que ha traído consigo la aprobación de normas y procedimientos de dudosa legitimidad.
National Security has emerged as one of the most innovative and trendy areas of political and legal action in recent years, especially after the COVID-19 pandemic. This new area has given rise to quite a few controversies: on the one hand, conflicts in the horizontal distribution of powers between the President and the Government and on the other, conflicts in the vertical distribution of powers between the Autonomous Communities and the State. In order to promote a culture of National Security and seek solutions to possible security crises, a National Security Council has been created, which has received much criticism from different sources. The latest development in the matter is the inclusion of disinformation as one of its main battlefields, which has brought with it the approval of rules and procedures of dubious legitimacy.
