Propuesta para la elaboración participativa de un plan de igualdad entre mujeres y hombres en Villamuriel de Cerrato desde la perspectiva del Trabajo Social

Abstract

Hacer efectivo el derecho universal de la igualdad entre mujeres y hombres, requiere de medidas específicas destinadas a paliar cualquier tipo de discriminación por razón de género. Este trabajo pretende ser una herramienta útil que establezca las bases y aporte orientaciones para la elaboración de un Plan de Igualdad de Oportunidades entre Mujeres y Hombres en el municipio de Villamuriel de Cerrato. El Trabajo de Fin de Grado incluye una revisión bibliográfica que, junto con el análisis comparativo de diferentes Planes Municipales de Igualdad, sienta las bases necesarias para la propuesta de elaboración del Plan de Igualdad en Villamuriel. Este esfuerzo por sentar las bases del Plan no tendría sentido sin la participación de la población de Villamuriel y de las diferentes entidades y asociaciones del municipio; en consecuencia, se ha optado por un modelo de Investigación – Acción – Participativa para recoger las aportaciones de los diferentes implicados, utilizando técnicas de naturaleza cualitativa y cuantitativa. Este ejercicio investigador ha permitido fundamentar empíricamente una propuesta operativa y participativa para iniciar el proceso de elaboración del Plan de Igualdad en Villamuriel de Cerrato. Todo el trabajo está presidido por dos perspectivas de naturaleza diferente: de un lado, una perspectiva de género (que atraviesa la aproximación teórico-conceptual y el acercamiento a las políticas, así como la contextualización y el análisis empírico); y de otro lado, la mirada desde el Trabajo Social (en tanto disciplina y profesión que contribuye a procesos comunitarios de fomento de igualdad de oportunidades entre mujeres y hombres).

To make effective the universal right of equality between women and men, requires specific measures aimed at alleviating any kind of discrimination based on gender. This work aims to be a useful tool that establishes the basis and provides guidelines for the development of an Equal Opportunities Plan for Women and Men in the municipality of Villamuriel de Cerrato. The Final Degree Project includes a bibliographical review which, together with the comparative analysis of different Municipal Equality Plans, lays the necessary foundations for the proposal of the elaboration of the Equality Plan in Villamuriel. This effort to lay the foundations of the Plan would not make sense without the participation of the population of Villamuriel and of the different entities and associations of the municipality; consequently, a model of Participatory Research - Action - Research has been chosen to collect the contributions of the different people involved, using techniques of a qualitative and quantitative nature. This research exercise has allowed us to empirically base an operative and participative proposal to initiate the process of elaboration of the Equality Plan in Villamuriel de Cerrato. The whole work is presided over by two perspectives of a different nature: on the one hand, a gender perspective (which crosses the theoretical-conceptual approach and the approach to policies, as well as the contextualization and empirical analysis); and on the other hand, the view from Social Work (as a discipline and profession that contributes to community processes of promoting equal opportunities between women and men).
