100 años de la Diplomacia Cultural Española

Abstract

Desde hace casi dos siglos, el fenómeno de la globalización ha hecho que cambie la forma de entender las relaciones internacionales, permitiendo que exista una mayor interconexión entre Estados, no solo económica o política, también social y cultural. En este contexto, las relaciones diplomáticas tradicionales, representadas a través de embajadas y consulados, han dado paso al desarrollo de otro tipo de diplomacias, como la diplomacia cultural. La diplomacia cultural surge como un instrumento que permite a los Estados crear puentes de entendimiento, vínculos, y relaciones cordiales, en base a los valores, idioma, tradición y cultura de cada Estado. El pasado noviembre se cumplían los 100 años desde la creación de la Oficina de Relaciones Culturales Españolas, fecha a la que se atribuye el inicio de las prácticas diplomáticas en materia de cultura en España. Con motivo del centenario, este trabajo tratará de exponer de forma sintética el concepto de diplomacia cultural, sus características e importancia, para, de forma posterior, dar paso a un análisis del centenario de la diplomacia cultural española a través de una evolución histórica que se centrará en los aspectos más importantes y las políticas más relevantes que se han desarrollado en España en estos últimos 100 años.

For almost two centuries, the phenomenon of globalization has changed the way of understanding international relations, allowing for greater interconnection between States, not only economically and politically but also socially and culturally. In this context, traditional diplomatic relations, represented through embassies and consulates, have paved the way for the development of other types of diplomatic skills such as cultural diplomacy. Cultural diplomacy emerges as an instrument that allows States to create bridges of understanding, and cordial relations based on the values, language, tradition, and culture of each State. Last November marked the 100th anniversary of the creation of the Office of Spanish Cultural Relations, the date to which the beginning of diplomatic practices in matters of culture in Spain is attributed. On the occasion of the centenary, this project will try to expound synthetically the concept of cultural diplomacy, its characteristics, and importance, subsequently give way to an analysis of the century of Spanish Cultural Diplomacy through a historical evolution that will focus on the most important aspects and relevant policies that have been developed in Spain in the last 100 years.
