Propuesta desde el Trabajo Social de un protocolo de asistencia sociosanitaria a extranjeros en situación irregular en Atención Primaria

Abstract

Las migraciones son un fenómeno complejo que recoge diferentes dimensiones. Estas, son distintas en función del país o del contexto y es por ello por lo que se debe entender la migración como un conjunto de factores y no como un único componente. Una vez que se entiende esto, se debe tener en cuenta, que la asistencia sanitaria es un derecho universal y que, en España, se puede acceder al sistema sanitario a pesar de no tener permisos a nivel administrativo. También se sabe, como pueden afectar los determinantes sociales en la salud y teniendo en cuenta, que la migración era un conjunto de factores, se genera la situación perfecta para que confluyan problemas sociales y problemas de salud. Por esta razón y por alguna otra, hay que visibilizar la necesaria existencia de un protocolo que regule la asistencia sanitaria a extranjeros en situación irregular en la Comunidad de Castilla y León debido a que no existe legislación que regule esto. Por ello, se presentará como objetivo general de este proyecto, elaborar una propuesta de protocolo, sustentado por un marco teórico y normativo, donde se recogen: las barreras sanitarias que esta población padece, como afectan de los determinantes sociales en la salud de esta población y cuáles son las leyes son tratados que les protegen y las funciones y actuaciones de los trabajadores sociales sanitarios en este ámbito. De esta forma, se elabora una propuesta de intervención, donde se incluyen paso a paso todos los procedimientos que hay que seguir para alcanzar el objetivo: conceder la asistencia sanitaria a esta población. Este protocolo, además de buscar la igualdad de los pacientes/usuarios, pretende facilitar la labor a los profesionales implicados, ofreciendo unas pautas claras y concisas que no dejen lugar a dudas. Esta propuesta es realizada para que pueda ser aplicada en todos los centros de salud de la comunidad, la cual no sería posible sin la participación profesional multidisciplinar, que conozca y sepa abordar los diferentes ámbitos, el Trabajador/a Social Sanitario.

Therefore, it will be presented as a general objective of this project, to develop a protocol proposal, supported by a theoretical and regulatory framework, which includes: the health barriers that this population suffers, how they affect the social determinants in the health of this population and what are the laws are treated that protect them and the functions and actions of health social workers in this area. In this way, an intervention proposal is prepared, which includes step by step all the procedures that must be followed to achieve the objective: to grant health care to this population. This protocol, in addition to seeking equality of patients / users, aims to facilitate the work of the professionals involved, offering clear and concise guidelines that leave no room for doubt. This proposal is made so that it can be applied in all the health centers of the community, which would not be possible without the multidisciplinary professional participation, who knows and knows how to address the different areas, the Health Social Worker.
