La Evolución de la Seguridad Social y del sistema de pensiones desde su creación hasta la reforma del 2018

Abstract

La Seguridad Social está en constante cambio. Analizar el sistema desde su creación con la Ley de Bases hasta la reforma de 2018 ayuda a comprender el desarrollo histórico que ha tenido, los cambios normativos que se han dado y los desafíos que enfrentan en la actualidad. Es un pilar fundamental en el sistema de bienestar, proporcionando cobertura en prestaciones, asistencia sanitaria y las tan importantes pensiones. El estudio pretende examinar las diferentes reformas que se dan en el sistema de pensiones identificando los principales factores que han impulsado las reformas como el envejecimiento de la población, las crisis económicas y la situación en el país en cuanto al mercado laboral. También se analizan las diferentes medidas implementadas para garantizar la sostenibilidad del sistema, incluyendo modificaciones en la edad de jubilación, el cálculo de las pensiones y la introducción del factor de sostenibilidad. Pese a los diferentes ajustes normativos que se han llevado a cabo en los últimos años, los desafíos estructurales siguen existiendo. El creciente envejecimiento de la población en comparación con el bajo crecimiento de la población activo ha tensionado las bases financieras del sistema, mientras la precarización laboral y las crisis económicas han creado un problema en la recaudación. En este contexto, se plantea una reflexión sobre la capacidad real del sistema para garantizar pensiones dignas en un futuro próximo. Este trabajo enfatiza en la importancia de la Seguridad Social como un garante de derechos fundamentales, pero también advierte sobre la necesidad de abordar reformas profundas para que se asegure la continuidad del sistema si atiende a los cambios demográficos y económicos.

Social Security is constantly changing. Analyzing the system from its creation with the ‘Ley de Bases’ to the 2018 reform helps to understand the historical development it has undergone, the regulatory changes that have occurred and the challenges it faces today. It is a fundamental pillar in the welfare system, providing coverage in benefits, healthcare and the all-important pensions. The study aims to examine the different reforms taking place in the pension system by identifying the main factors that have driven the reforms such as the aging of the population, the economic crises and the situation in the country in terms of the labor market. It also analyzes the different measures implemented to guarantee the sustainability of the system, including changes in the retirement age, the calculation of pensions and the introduction of the sustainability factor. Despite the various regulatory adjustments that have been made in recent years, structural challenges remain. The increasing aging of the population in comparison with the low growth of the active population has strained the financial bases of the system, while the precariousness of labor and the economic crises have created a problem in collection. In this context, a reflection on the real capacity of the system to guarantee decent pensions in the near future is raised. This work emphasizes the importance of Social Security as a guarantor of fundamental rights, but also warns of the need to undertake far-reaching reforms to ensure the continuity of the system if it responds to demographic and economic changes.
