Trayectoria comparativa entre Infraero y AENA: privatización y estatización

Abstract

El objetivo de este artículo es realizar un estudio comparativo de la trayectoria de la Empresa Brasileña de Infraestructuras Aeroportuarias (Infraero) y Aeropuertos Españoles y Navegación Aérea (Aena), empresa responsable de operar el sistema aeroportuario en Brasil y España, respectivamente. Destacaremos los siguientes puntos de comparación: a) formas de regulación e institucionalización del sistema aeroportuario, desde las primeras leyes que regularon el servicio de navegación aérea, pasando por la creación de órganos reguladores; b) la incorporación de aeropuertos; c) el desempeño económico y financiero de ambas empresas, a través del análisis de series históricas construidas a partir de los informes de Infraero y Aena.

The objective of this article is to carry out a comparative study of the trajectory of the Brazilian Airport Infrastructure Company (Infraero) and Aeropuertos Españoles y Navegación Aérea (Aena), the company responsible for operating the airport system in Brazil and Spain, respectively. We will highlight the following points of comparison: a) forms of regulation and institutionalization of the airport system, from the first laws that regulated the air navigation service, through the creation of regulatory bodies; b) the incorporation of airports; c) the financial and economic performance of both companies, through the analysis of historical series constructed from Infraero and Aena reports.
