European Social Fund is an European financial instrument, it s linked to help
people get better jobs, to improve the employment of workers and citizens. Their
pillars have been two: training and outplacement. In the treatment extracts from
the Treaty on the functioning of the European Union, the ESF is suitable for
European social policy, employment policy and professional training policy, and
it introduces the great social and economic cohesion objective. Along times ESF
no abandons original purposes, anyway, after the times, it makes adjusting to
social necessities, it s always increasing social values of the European Union. In
this article we analyze Council Regulation for the current ESF funding period
(years 2007-2013) and upcoming Regulation (years 2014-2020), we exam the
level of adjustment of Fund to the necessities and social aims there are present
in recent times, especially in a time of European crisis we live nowadays.
