Se tratará desde un punto de vista general la normativa europea para los Países miembros, y de forma más específica, sobre España, que será ubicada dentro del contexto europeo. En primer lugar se procede a analizar la reglamentación de los Impuestos especiales de la Unión Europea sobre los Hidrocarburos, para posteriormente hacer un análisis de cómo ha sido su evolución. El análisis empírico de este trabajo aborda, desde el punto de vista comparativo, el gravamen de estos impuestos sobre algunos productos derivados del petróleo, como son las gasolinas y los gasóleos, a la vez que se pretende dilucidar la incidencia económica de estos impuestos para los países de la Unión Europea. Sucesivamente, se propone un análisis comparativo en dos países, que por sus características económicas nos permiten observar de forma más nítida estos efectos económicos. Para terminar este trabajo, se exponen las principales conclusiones del estudio. The main objective of this work is to expose the presence of harmonized excises on fossil fuels in the European Union. We will also see further information about Spain, which will be set in the European environment. In the central stage of this document, the origin and evolution of the excises on fossil fuels in the EU will be analysed. In the final stage of this document, we will study the different tax rates existing in the EU concerning to the excises on fossil fuels so that we can see how different the member countries are at the time of taxing them. Then, a comparative analysis will be done about Spain and Sweden, since their taxes on oil excises will allow us to observe the contrasts between these two countries. Spain will be known for its low taxes, whereas Sweden emphasises the utility of higher taxes.
