En los últimos tiempos, el concepto de estabilidad presupuestaria ha ido
adquiriendo mayor relevancia, sobre todo a consecuencia de los recientes
acontecimientos de crisis económica que han puesto de manifiesto la importancia
de su regulación y adaptación a las nuevas necesidades de financiación. El
principio de estabilidad presupuestaria, además de estar regulado en la normativa
comunitaria, ha sido elevado a rango constitucional con la reforma del artículo 135
de la Constitución Española y desarollado posteriormente en el ordenamiento
jurídico interno. En este trabajo se va a estudiar tanto la evolución normativa del
principio de estabilidad presupuestaria como los instrumentos necesarios para su
cumplimiento efectivo, así como el grado de compromiso que ha adquirido España
en relación con el mismo a lo largo de su historia.
In the recent times, the financial stability has increasingly getting greater
relevance, especially due to the latest economic crisis that have stood out the
importance of its regulation and the adjustment to the new financing needs. The
financial stability principle, apart from being included on the european rules, has
been raised to constitutional status with the reform of the article 135 of the
Spanish Constitution, and subsequently developed in the national legal system.
This paper aims to study both the evolution of the financial stability concept and
the instruments required to reach its effective compliance, as well as the spanish
commitment towards it througout its history.
