España es un país descentralizado tanto política como financieramente. Es por ello que, a la hora de distribuir los recursos públicos, es importante tener en cuenta el modelo de federalismo fiscal que nuestro país presenta. Este federalismo fiscal se debe a varios factores: políticos, económicos, sociales e históricos, que habrá de tomar en consideración para entender la situación actual.
En el presente trabajo se analiza el caso particular de la Hacienda Pública Española y en concreto la Hacienda Local, y comprende varios extremos, desde la regulación y evolución normativa hasta la necesidad actual de reforma del sistema de financiación pasando por los recursos de las Entidades Locales y los mecanismos de coordinación establecidos entre los distintos niveles hacendísticos.
Spain is not only a decentralized state in a political way, but also in terms of funding. That is the reason why, when distributing public resources, it is important to take into account the model of fiscal federalism that our country presents. This fiscal federalism is due to several factors: political, economic, social and historical, which will have to be taken into account to understand the current situation.
This dissertation will analyze the particular case of the Spanish Public Finance and specifically the Local Finance, and will include several extremes, from the regulation and regulatory evolution to the current need for reform of the financing system through the resources of the Local Entities and the coordination mechanisms established between the different levels of finance.
