First, the serious situation of the retired, pensioners, widows and army pensioners mirrors the evident general impoverished situation too. We will show the different meaures taken by the goverment of José I to amend this situation. He will completely fail in it though. Second, the wish to separate the civil and military administrations will lead to the Bill discussed during the last days of October 1809 to create the rank of War and Distribution supervisor responsible for the economic administration of every branch of the army. At the same time the rank of army quatermaster will be abolished but not its title. Last, we will supply information about Gonzalo O¿Farrill¿s report and plan for a Bill that reflects the need to destroy the old rank-biased law system for a new one that abolish the privileges and exemptions in the old system that will treat soldiers as citizens serviing the flag, with inalianable rights, among them the most important one the right to a fair and equal trial. At the same time, it should stop the interference of the army higher ranks in the region of civil life opposing to it, as a political weapon of the goverment, the ordinary law and courts.
