Escuela de Doctorado K1 Sostenibilidad K1 Sustainability K1 Sostenibilidad K1 Urban policy K1 Política urbana K1 53 Ciencias Económicas AB The doctoral thesis entitled: "The measurement of urban sustainability deficits: A proposal to determine priorities in the design of local public policies" has five parts:The first of them, an introduction where a diagnosis of the situation of urban sustainability is proposed and how, in this field of study, there are controversies or spaces for research on aspects such as the determination of the conceptual framework of sustainability, the adequacy of existing indicators, the need to apply the results on a diverse sample of cities, as well as the need to establish target values and properly interpret the results, among others. This leads to four research objectives:1. Determine the conceptual framework of urban sustainability, as well as the dimensions that compose it.2. Build a synthetic indicator that solves the shortcomings presented by existing indicators.3. Apply the results to a very diverse sample of cities and discuss their results.4. Apply the indicator to a specific city and evaluate the capacity to diagnose the situation, as well as its evolution in two periods of time.The second part of the thesis is intended to carry out a review of systematized literature that allows confirming the diagnosis of the first chapter to conclude with an integrative definition of urban sustainability.The third part is dedicated to constructing the indicator by focusing on deficits instead of achievements, after determining that the "traditional" measurement of sustainability leads to possible errors of interpretation, so through normalization, we convert each indicator into a value between 0 and 1, depending on the distance of each indicator to the preset target value.In the fourth chapter, we proceed to the selection of a sample of 50 cities on which the results of each of the 40 indicators are applied and the empirical functioning of the indicator is studied with novel and easily interpretable results.Finally, in the final chapter, the data of Medellín (Colombia) in the 2017 and 2019 time period are analyzed, making a diagnosis of the city and its evolution, also verifying a high coincidence with the planning established in the city.The main results of the thesis are:1. An integrative conceptual framework is proposed that also serves to select homogeneous indicators.2. An indicator is constructed that is a contribution to the "conflict" of the compensation between sustainability dimensions.3. The indicator allows a transparent decomposition that allows to order the severity of the problems of each city and, therefore, to establish priorities in the resolution of them.4. The indicator serves to quantify the diagnosis of the situation in the field of Strategic Planning of Cities.
