Escuela de Doctorado K1 Educación K1 Ethnicity K1 Etnicidad K1 Poverty K1 Pobreza K1 Education K1 Educación K1 Ecuador K1 Ecuador K1 5302.01 Indicadores Económico AB This research aims to deepen in the knowledge of the education dimension of human development in Ecuador, as well as to make an approximation to the determining factors of the Ecuadorian educational reality and its evolution, in the context of upper-middle income countries of Latin America and the Caribbean that currently maintain conditional cash transfer programs with co-responsibilities in education, paying special attention to the spatial variable, poverty, and ethnicity.Within this framework, and from the review of the main socioeconomic and educational variables of the country, the study of the reforms of the Ecuadorian educational system and the education policies implemented in recent decades is addressed, which have been in tune with those that have been launched in the region and have revolved around four axes: institutions, quality, equity, and financing. Likewise, an analysis framework is offered that will help to study the links between poverty, education, and human development, from the moment conditional cash transfer programs appear within the social protection policies of Latin America and the Caribbean, examining in detail the Human Development Bond of Ecuador.Next, an analysis of inequality and convergence in human development and educational development of the twelve upper-middle-income countries of Latin America and the Caribbean that maintain conditional cash transfer programs in education and of 154 regions of these countries is carried out. Three inequality indices based on the concept of entropy are used: the mean logarithmic deviation, the Theil index, and the half-square of the coefficient of variation.After this, the study of the educational dimension of human development in the Ecuadorian provinces and its evolution throughout the period covered by the last two rounds (2005-2006 and 2013-2014) of the Survey of Living Conditions of Ecuador is deepened. For this, a Provincial Education Index is designed and estimated using the microdata from the databases of these last two rounds of the survey.Finally, an analysis of the existing differences in the educational development of Ecuador is carried out; now at the regional, provincial, and individual level. To that end, the variable years of schooling of individuals aged 24 or over is estimated, based on the microdata of the databases of the National Survey of Urban Employment, Unemployment and Underemployment of Ecuador for the years 2014 and 2021. A proposal for the decomposition of inequality is made from the half of the square of the coefficient of variation that allows decomposing Ecuadorian educational inequality into inequality between regions, inequality between provinces, and inequality within provinces.The research findings reveal that, despite the favorable evolution of the Ecuadorian educational development between 1990 and 2021, a worsening is observed when compared to the twelve countries considered. The educational development of the Ecuadorian provinces also improved between 2006 and 2014; a trend that was maintained between 2014 and 2021. However, this general improvement has not been enough to eliminate the differences at the provincial level. Despite this, differences between individuals of each province are even greater.The results are coherent with the productive structure, the level of development and the socioeconomic characteristics of the Ecuadorian provinces as well as with the official statistics of other educational indicators. Behind these improvements may be the educational policies implemented during the analyzed period.
