It examines the appointive or elective processes through which they accessed municipal offices, as well as the social, political, and economic landscape in which they carried out their responsibilities. To this end, we have worked with numerous archival sources, both national and international press materials, and oral histories, combining quantitative and qualitative approaches while making extensive use of theoretical and methodological contributions from various social sciences disciplines. While paying attention to the national context, our analysis is centered on the Spanish province of Valladolid to study these processes in the desired depth. However, this thesis aims for many of its conclusions and analytical and methodological proposals to be extrapolatable or applicable to other territorial contexts.Some of the main contributions of our research are as follows:1) It explores and describes in detail the processes of appointing rural mayors by Francoist civil governments (which were provincial-level administrations), the criteria they followed, and their evolution in the final years of the dictatorship, as well as the changes in the socio-political profile of mayors during this same period.2) It analyzes municipal elections for councilors under the "organic democracy" (a system where representation was based on family, municipal corporations, and the Vertical Trade Union) between 1948 and 1973, clarifying discrepancies between the legal regulations governing them and their practical functioning in rural areas. It examines the socio-political profile of elected councilors during the dictatorship and its evolution.3) It presents the situation of rural municipalities during late Francoism, systematizing the major issues affecting them and the challenges faced by their councils. It describes the basic characteristics of local power exercise in agricultural settings and identifies emerging vectors of social, political, and economic change towards the end of the dictatorship.4) It thoroughly analyzes the 1976-1979 period at a rural municipal level, offering a methodical study of partial mayoral elections in 1976 and examining how subsequent democratizing changes were received in rural areas, as well as the conditions within the final Francoist councils during the transition period.5) It exhaustively studies the first democratic municipal elections in 1979, focusing on their development, outcomes, and limitations. It outlines how different political parties established themselves in rural areas, particularly clarifying successful mechanisms used by UCD (Union of the Democratic Centre) to achieve political preeminence there. This included leveraging its position in government to recycle structures from the defunct National Movement (the sole legal party during Franco's regime), especially municipalities and former farmers' associations as well as incorporating client networks formed during late Francoism and transition.6) It characterizes and interprets the processes involving the transfer of local political cadres between Francoist and democratic councils. The study reveals significant continuity at this level through an extensive quantitative analysis that goes beyond merely examining the integration of the last dictatorship municipal elites via the 1979 elections. It investigates all overlaps among municipal political personnel from the 1950s to Spain's fourth local democratic legislature (1991-1995).
