Through a theoretical framework that encompasses Spain’s hydraulic policies and the planning processes that have shaped today’s river basins, the study offers a critical perspective on both implemented and planned interventions, with particular focus on the Camporredondo and Compuerto reservoirs. The methodology combines bibliographic, archival, and statistical sources, along with local testimonies. This integrative approach is structured around four main perspectives: a historical one, which examines policies and key actors; a socio-economic one, which assesses impacts on local demographics and the economy; a constructive-engineering one, which explores the technical aspects and challenges of these infrastructures; and a geographic one, which analyzes territorial reconfiguration and its impact on the landscape and communities. The research also considers unbuilt projects—such as the Vidrieros reservoir—thereby allowing for a broader understanding of decision-making factors and the evolving assessment of environmental and social impacts. The findings highlight that, although the reservoirs were promoted to foster agricultural and economic development, they also led to heritage losses and profound transformations in local communities. The conclusions emphasize the importance of a holistic approach that integrates multiple perspectives to evaluate the effects of hydraulic infrastructure in similar territories and recommend future research that addresses both the technical aspects and the social and environmental legacies of these projects. In sum, the thesis provides a foundation for understanding the impact of large-scale hydraulic works in the Montaña Palentina, contributing to a more balanced and multidimensional analysis of such projects in territorial planning and management.
