Beyond the conceptual analysis, the research aims to understand how Physical Education teachers implement these activities and how environmental uncertainty influences both students’ learning and teachers’ professional practice. A sequential explanatory design (DEXPLIS) was employed, beginning with a quantitative phase using a questionnaire, followed by a qualitative phase comprising three focus groups, twelve in-depth interviews, participant observation, and the researcher’s life history. Data analysis was conducted using ATLAS.ti software, based on three main categories: (1) the conceptualization of Outdoor Education/PAEU, (2) Physical Education teacher training, and (3) teaching practice. The findings reveal that PAEU could include both Outdoor Education and Physical Activities in Urban Environments, as they share common identity traits rooted in environmental uncertainty. Teacher training in this area is found to be very limited and lacking specificity, highlighting the need for practical training aimed at reducing teachers' professional uncertainty and enhancing students’ intelligent motor behavior. Regarding teaching practice, four key dimensions of PAEU are emphasized: motor engagement in unstable environments, social interaction, the risk-safety dichotomy, and environmental awareness. The study indicates the importance of managing and embracing students’ uncertainty during the learning process; teachers’ uncertainty, where legal aspects play a particularly significant role, especially in relation to colleagues and school leadership teams; and families’ perceptions of uncertainty. In conclusion, despite some resistance to adopting PAEU as a replacement for Outdoor Education, environmental uncertainty emerges as a critical factor in both learning and teaching practice. This concept aligns with current legislation and represents a key area of professional development for promoting these activities in educational settings, provided that contact with nature is preserved throughout the learning process.
