Referencias al federalismo norteamericano a partir de la primera traducción de "El Federalista" (1868): el caso argentino en el ámbito hispanoamericano

Abstract

After the process of independence within the former American colonies of Spain, the federation as a form of National organization of the State was the system chosen in many of the new political entities. It was a system that should strike an effective balance between the capacity of the provinces to elect their leaders or regulate their institutions and a strong central power governing the national life. Along this process the Northamerican example was always an outstanding reference among Hispanic politicians. The situation with the Peninsular case is slightly different as the French and English models remained very much present in its constitutional drafts until the second half of the century.In both cases, Spanish and Latin American, an extended process took place throughout these decades in order to recover the original concept of federalism for the first time mentioned in the United States at the end of the previous century. The basic aim was then to restore and recover the term, not only from the perspective of semantics but also through its practical implementation as a political system. Numerous copies of Spanish translations of The Federalist after 1868 were widely circulated in South America and Spain in this regard.Many intellectuals and political representatives in that moment demanded a greater similarity of the U.S. model, as it was so often evoked. El Federalista edition and its distribution is crucial to contemporaries to get the message and understand the essence of the concept and the model, to make it intelligible.

Tras el proceso de independencia de las antiguas colonias americanas de España, la federación como forma organizativa del Estado fue el sistema elegido en muchas de las nuevas entidades políticas. Se trataba de un sistema que hacía compatibles la potestad de las provincias para elegir a sus gobernantes y regular sus instituciones con la existencia de un poder central que regulara la vida nacional. En ese proceso el ejemplo norteamericano estuvo siempre presente entre los políticos hispanoamericanos. Algo diferente fue el caso peninsular, donde los modelos francés e inglés permanecieron muy presentes en los proyectos constitucionales hasta la segunda mitad del siglo XIX.En ambas esferas del ámbito hispanoamericano se asistiría durante esas décadas a un proceso generalizado a través del cual se intentaba recuperar el concepto original de federalismo generado en Estados Unidos. Y se pretendía recuperar no sólo desde la perspectiva semántica del término, sino también en su aplicación política. Para ello se pusieron en circulación numerosos ejemplares de El federalista en sus diferentes ediciones en español tras 1868, en un intento de volver la vista al federalismo original estadounidense.Muchos intelectuales y representantes políticos del momento reclamaban un mayor mimetismo del modelo estadounidense que tantas veces se evocaba. La traducción al español de esta obra y su difusión se muestra fundamental para hacer llegar el mensaje y la esencia del concepto y el modelo, para transmitir y hacer inteligible su mensaje al público al que iba dirigido.
