El presente trabajo recupera la experiencia de Valladolid en las Cortes de Castilla de 1592-1598, enfocada a las dinámicas de negociación propias del sistema fiscal castellano. Las que fueron las últimas Cortes del reinado de Felipe II, también fueron las más largas y conflictivas. Valladolid, una ciudad que se había mostrado hasta entonces amable a las iniciativas fiscales de la Corona, acabó rechazando la concesión del servicio de millones de los 500 cuentos. Este último hecho resumía las tensiones generadas por los intentos de apertura del sistema fiscal, tensando las relaciones entre el Reino y su Rey o, mejor dicho, entre las ciudades y Felipe II.
This study aims to show the experience of Valladolid in the Cortes of Castille of 1592-1598, through the particular negotiations’ dynamics of the Castilian tax system. Those that were the last Cortes of the reign of Phillip II of Spain, were also the longest and more conflictive ones. Valladolid, a city which, until that moment, remained kind to the tax incentives of the Crown, ends up rejecting the concession of the millones service of the 500 cuentos. This last event sums up the frictions generated by the attempts of aperture of the taxation system, bedeviling the relations between the Kingdom and its King or, in others words, between the Castilians cities and Phillip II of Spain.
