Abstract
El mercado bursátil italiano ha representado un papel secundario dentro del
sistema financiero del país, donde tradicionalmente ha sido mucho más típico
el recurso al mercado crediticio por parte de las empresas a la hora de obtener
financiación. Si bien esta realidad no deja espacio para la duda, sí lo hace el
proceso que ha conducido a este resultado.
La evolución histórica de la Bolsa italiana, entendida como organización dotada
de un tejido institucional y unos sistemas de poder y control, pero también
como un problema económico, social y cultural, ha estado marcada por los
conflictos de intereses entre los intermediarios que operan en ella, que
centraban sus esfuerzos en atraer la regulación del mercado de valores a su
favor para obtener mayores beneficios en su actividad.
Estos enfrentamientos en el plano regulatorio han tenido como consecuencia la
precariedad de la normativa, fragilidad esta que puede ser considerada como
una constante a lo largo de su historia, y que por tanto no ha permitido al
mercado afianzarse y desempeñar una función importante y estable en el
conjunto del sistema financiero, al menos hasta la reforma de 1991. The Italian stock market has played a little role inside the whole financial system
of the country, where it has been much more typical to use the credit market to
satisfy the needs of companies of raising capital. If this fact leaves no room for
doubt, it remains uncertain the process the process which has guided to this
result.
The historic evolution of the stock market, understood as an organization with
its own institutional framework and control units, but also as an economic, social
and cultural problem, has been marked by the conflicts of interest born among
the securities intermediaries, who focused their efforts into the attraction of the
stock regulations in order to take advantage of it to increase the benefits arising
from their activity.
These confrontations in the regulatory level have brought as a consequence the
precariousness of the legislation, fragility that can be considered as a constant
throughout its history. Therefore, it has not allowed the market to take roots and
play a significant and stable performance inside the financial system, at least
until the revision of 1991.
