La indispensable conexión entre el Derecho Comunitario y los ODS: a propósito de la política de eficiencia energética

Abstract

La Agenda 2030 y los Objetivos de Desarrollo Sostenible representan uno de los mayores avances en la Cooperacion Oficial al Desarrollo y en la lucha contra el Cambio Climático. El Sistema Internacional de acción por el clima hasta 2015, año de aprobación de los ODS, consistía en una serie de acuerdos no vinculantes e ineficaces. Tras la aprobación de la Agenda 2030 y el Acuerdo de Paris, el panorama cambia radicalmente, y la Unión Europea utiliza el impulso para posicionarse como la principal valedora de los Objetivos Climáticos de la Agenda 2030. Uno de los mayores retos autoimpuestos por la Unión es la eficiencia energética, un aspecto de la Agenda 2030 cada vez mas relevante en el panorama internacional y en la Unión Europea. Este Trabajo pretende estudiar los distintos instrumentos legislativos y financieros que la Unión pretende sacar adelante para avanzar los objetivos de eficiencia energética y su impacto sobre la Agenda 2030 y el desarrollo global.

The 2030 Agenda and the Sustainable Development Goals is one of the greatest advances in the Official Development Cooperation and in the fight against Climate Change. Until 2015, the year the SDGs were approved, the International Climate Action System consisted of a series of non-binding and ineffective agreements. After the approval of the 2030 Agenda and the Paris Agreement, the approach changes deeply, and the European Union uses this momentum to be positioned as the main driver of the Climate Objectives of the 2030 Agenda. One of the greatest self-imposed challenges by the European Union is the energy efficiency, an aspect of the 2030 Agenda that each day is more important from the International and the European Union perspective. This work aims to study the different legislative and financial instruments that the European Union wants to implement to advance in the energy efficiency objectives and their possible impact on the 2030 Agenda and the global development.
