Evaluación de la viabilidad de la implementación de buses eléctricos en Ucrania desde una perspectiva de gestión de suministro, utilizando la metodología PM²

Abstract

El presente proyecto está dedicado al análisis de la implementación de metodología PM², especialmente en la fase de Inicio del proyecto, con el objetivo de mostrar su viabilidad y uso en diferentes sectores empresariales e industriales. Por otro lado, implicar la metodología a un proyecto complejo y que no tenga relación a los servicios públicos. También, fue un interés profesional utilizar la metodología, desarrollada por la Comisión Europea, en términos de Logística para probar su agilidad y enfoque Lean. El trabajo analiza la situación actual del transporte urbano en Ucrania y estudia las medidas adoptadas por el Gobierno para mejorar la situación del transporte público, la transición a tecnologías ecológicas y el cumplimiento de los acuerdos con la Unión Europea para mejorar el medio ambiente. Se ha elegido la ciudad de Járkiv como proyecto piloto porque sufrió importantes daños durante los primeros meses de la guerra, sin embargo, pudo mantener su infraestructura de transportes, lo que deja abierta la posibilidad de una rápida recuperación. El estudio propone el proyecto de suministro de autobuses eléctricos y puntos de carga, fabricados en España, con el objetivo de devolver a la ciudad su antigua vida, impulsar su desarrollo y mejorar el bienestar de población. Así, se propone examinar la justificación del proyecto en forma de Caso de Negocio, el Acta de Constitución y algunos artefactos de la metodología PM².

This project is dedicated to the analysis of the implementation of PM² methodology, especially in the initiation phase of the project, with the aim of showing its viability and use in different business and industrial sectors. On the other hand, to implicate the methodology in a complex project that is not related to public services. Also, it was a professional interest to use the methodology, developed by the European Commission, in terms of Logistics to verify its agility and Lean approach. The work analyses the current situation of urban transport in Ukraine and studies the measures taken by the Government to improve the situation of public transport, the transition to green technologies and the compliance with the agreements with the European Union to improve the environment. The city of Járkiv has been chosen as a pilot project because it suffered significant damage during the first months of the war, yet was able to maintain its transport infrastructure, leaving open the possibility of a fast recovery. The study proposes the supply of electric buses and charging points, manufactured in Spain, with the aim of returning the city to its former life, boosting its development and improving the well being of the population. Thus, it isproposed to examine the justification of the project in the form of the Business Case, the Project Charter and some artefacts of the PM² methodology.
