La Política Común de Seguridad y Defensa de la Unión Europea: la Guerra en Ucrania y la constitución de un ejército europeo

Abstract

La Unión Europea nace para poner fin al conflicto entre Alemania y Francia y ofrecer estabilidad al territorio europeo. En el Tratado de Maastricht se recoge por primera vez la Política Exterior y de Seguridad Común de la Unión Europea, y con el Tratado de Lisboa se integra a su vez la Cooperación Estructurada Permanente y la nueva Política Común de Seguridad y Defensa, estableciendo así el modo de gestión de la defensa y seguridad que la Unión dispone en la actualidad. La finalidad del trabajo consiste en responder a la cuestión de si es necesario crear un ejército comunitario. Para ello se analiza la evolución de la cooperación en materia de política a lo largo del tiempo, el papel de la Unión Europea y el futuro de Europa. También se estudiará si la Unión tiene capacidad para convertirse en un actor principal en la escena internacional, alejándose de la protección de la OTAN en búsqueda de autonomía.

The European Union was created to put an end to the conflict between Germany and France and to provide stability to the European territory. The Treaty of Maastricht was the first to include the Common Foreign and Security Policy of the European Union, and with the Treaty of Lisbon, the Permanent Structured Cooperation and the new Common Security and Defense Policy were integrated, establishing the current mode of defense and security management that the Union has. The purpose of this work is to answer the question of whether it is necessary to create a common European army. To do this, the evolution of cooperation in politics maters over time, the role of the European Union, and the future of Europe will be analyzed. It will also be examined whether the Union has the capacity to become a key player on the international stage, moving away from NATO's protection in search of autonomy.
